Considering electronic services offered by Government, we conclude that e-Banking and its services are the fundamental part of a whole system. In other words without electronic payment services, implementation of other services in E-Government is impractical.

Despite of several debates over these services, still electronic services’ growth has not promoted.

Privatization of state-owned and state-run companies in the recent years was a turning point in electronic payment developments in Iran. Executives of governmental organizations did not respect to Customer demands, Market and Profitability as principal concepts. Moreover they were enthusiastic to perform separately.

Having categorized electronic payment services in to banking and telecommunication parts; poor cooperation and collaboration between them is the most important reason for being undeveloped in electronic payment services. Privatization of the organizations in these two sections, pure monopoly atmosphere in Iran has been disappeared. Customer based innovations and profitable plans contribute banks and operators to improve their place in Market. Electronic payment services are one of these competitive opportunities for both groups. However, there exist several challenges from business models to implement plans in practice.

Thus, regarding to the importance of electronic payment services and the necessity of cooperating banks with telecommunication part “Teyf Scientific & Analytical Group” accompanying Central Bank of Iran (CBI) and Mobile Communication of Iran (MCI) are going to hold the “Electronic Payment Conference” in Tehran, on July 14. This conference will include challenges and opportunities regarding to electronic payment services with the purpose of accelerate developing these services in future.

A turning point in Iran Telecommunications

The 2nd Iran Telecoms Conference 2010 (ITC2010) which was held last week (24-25 January 2010) by Teyf Group in Tehran, was a turning point in Iran Telecommunications sector with the widespread presence of all key role players and senior managers in the Iranian Telecoms Market and Industry.

The viewpoints of the invited speakers and the distinguished panelists demonstrated the great potential of the ICT and Telecoms sector in Iran and the investment opportunities for foreign companies. Among the main points stated in this prestigious event, the following could be noted as the key to the improvement and development of the sector:

· A change in the viewpoints of the ICT managers: As Mr. Khosravi, Ex President of CRA, mentioned in his speech to the issues like users’ rights and considering converged licenses, and those Mr. Pourranjbar, CEO of TCI, stated as customer centric views, future outlook and personnel position which all shows the importance of competition as a driving factor in the private sector
· Presence of new players in the ICT sector: As participation of senior managers of banks and Iran broadcasting in the conference could show the cooperation and interaction between telecoms and non-telecoms sectors in such a converged environment. The challenging presentation of Mr. Siahkali, VP of Virtual Media in Iran Broadcasting, on telecoms indices as bandwidth and creating a national committee on bandwidth management shows the importance of developing modern infrastructure and promoting the culture in the viewpoints of governmental managers
· New faces from different organizations: As the great number of participants from related organizations like ICT ministry, presidential organization, information technology company, computer syndicate, academic centers and many other such entities could confirm the high priority of ICT and telecommunications in the country
· Attendance of Foreign analysts, consultants and managers: In spite of low presence of Iranian managers and policy makers in the regional and international events, there was a high rate of attendance from foreign senior managers and international analysts in the Iran Telecoms Conference and this brought the opportunity for different managers, policy makers and active players of ICT and Telecoms sector to share their great ideas and valuable experiences

Through the last year and after holding ITC2008, Iran’s Telecoms sector has experienced substantial changes, the most important of which are listing TCI shares in Iran’s Exchange Market, starting Part-Privatization of TCI, holding 3rd Mobile License Tender to provide 3G services, issuing WiMAX Licenses, and finally, changing the senior managers of the ICT Ministry. Moreover, there have been other issues and challenges such as regulatory independence, undeveloped ADSL, increasing interest among telecoms companies to electronic services, and necessity of ICT projects in the country, which all encouraged Teyf Group to hold and organize the 2nd Iran Telecoms Conference 2010 at this ever-developing era.
